While global commitments provide direction, local governments need targeted support to turn their climate plans into concrete projects. This publication, a collaborative effort by the City Climate Finance Gap Fund, the Global Covenant of Mayors for Climate & Energy (GCoM), and ICLEI, showcases the impactful role of the GCoM-Gap Fund Partnership and the Step-Up Project (SUP) in supporting cities across Africa and South America.

Through tailored technical assistance, peer-to-peer learning, and regional Communities of Practice, the GCoM-Gap Fund Partnership and SUP are helping cities bridge early-stage project preparation gaps. This effort equips local governments with the skills and resources needed to advance from concept to implementation, fostering climate resilience and low-carbon development in urban areas.
