The Vertically-Integrated Action Tool (VIA Tool) is an Excel-based critical thinking resource that city or national governments can use to evaluate the vertical integration barriers and enablers that impact their choice of, and ability to, implement climate actions. As a diagnostic tool, the VIA Tool is particularly useful for identifying sectors to focus on for vertical integration, and for improving action- or project-level coordination with the national or provincial government.
