The Multilevel Climate Action Playbook Second Edition is a follow-up to the Multilevel Climate Action Playbook for Local and Regional Governments published in November 2021, which recommended key elements of an enabling environment that can weave climate ambition and action of local and regional governments into Party policy developments. This second edition of the Playbook is a guide that lays out the options for national, regional and local authorities from policy levers to institution-building, drawing on examples from national, regional and local level of both mitigation and adaptation.

Lisbon, Portugal (26 October 2021): Today, the Global Covenant of Mayors for Climate & Energy (GCoM), was awarded the Gulbenkian Prize for Humanity along with 1M Euro to finance projects in Sub-Saharan Africa.

September 23, 2020 the City Climate Finance Gap Fund (“The Gap Fund”) was launched jointly by ministers and directors of the Governments of Germany and Luxembourg together with the World Bank, European Investment Bank, and Global Covenant of Mayors. It paves the way for low-carbon, resilient, and livable cities in developing and emerging economies by unlocking infrastructure investment at scale.

The next decade will decide the future for humanity. Delivering a green and just recovery to the COVID-19 crisis; creating strong, fair economies that serve everyone; and cutting greenhouse gas emissions quickly enough to limit global heating to the 1.5°C target of the Paris Agreement, are one and the same thing. None are possible without the others. Success in all is the only way to prevent a catastrophic crisis.
