GCoM and C40 Cities Launch “City Climate Compass” and First Intensive Training Cohort to Accelerate Data-Driven Action in Brazil

The Global Covenant of Mayors for Climate & Energy (GCoM) and C40 Cities, in close collaboration with the Federal Government of Brazil, have announced the development of the City Climate Compass (beta version) – a pioneering digital dashboard that consolidates climate data from all 5,570 Brazilian municipalities – offering an integrated view of local greenhouse gas (GHG) emissions, climate risks, and priority high impact actions. Developed under the Green Resilient Cities Model, the Compass strengthens Brazil’s Green Resilient Cities Program (PCVR) and supports local governments in identifying and implementing high-impact mitigation and adaptation measures. Together, PCVR and this new prototype dashboard, represent a critical step forward in addressing one of the most persistent challenges faced by local governments worldwide: the difficulty in accessing, processing, and harmonizing disparate climate data to inform policy and track real-world progress. 


City officials often struggle to bridge the gap between setting ambitious climate targets and securing the data and technical support necessary for bankable project implementation. PCVR and the
City Climate Compass (beta version) respond directly to this bottleneck. The prototype City Climate Compass (beta version) was shaped together with cities, including those in the Green Resilient Cities Program cohort. Since October 2024, data and insights have been collected directly from municipal teams, ensuring that the platform reflects local needs and capacities – while integrating national datasets, validated methodologies, and feedback.


The initial beneficiaries of this tool are the first 50 municipalities participating in Brazil’s Green Resilient Cities Program. These cities were also instrumental in shaping the platform by validating preliminary results and providing continuous feedback to ensure the tool truly responds to local realities and needs. Following this collaborative development phase, all Brazilian municipalities will now have free access to the same robust suite of resources through the
City Climate Compass, including detailed assessments of their local climate context, comprehensive emissions and climate risk profiles, and strategic recommendations for both mitigation and adaptation measures – all driven by a robust, AI-assisted evidence base geared towards delivering the greatest reduction in emissions and increase in climate-resilient development.


The
City Climate Compass (beta version) is a prototype that is set to undergo further consultation, development, and refinement to ensure that it meets the needs of cities, states, regions, and the national government across Brazil. This collaborative approach will explore how the City Climate Compass can be refined, strengthened, and ultimately scaled, not just across all cities in Brazil, but as a model for local governments and countries across the globe seeking to empower local leaders in the fight against the climate crisis.

 

Empowering and upskilling local governments to take action with data 

 

Complementing the Compass, GCoM and the Association of Brazilian Municipalities (ABM) also launched an intensive online training course in Brazil empowering local practitioners to use the Data Portal for Cities – the flagship GCoM tool containing GHG inventory data for nearly 60,000 communities across 12 countries – to build comprehensive, high-quality emissions inventories. 

 

The GCoM alliance recognizes and congratulates the first cohort of Brazilian local governments who have successfully completed this training: 

 

  • Pinhais, Paraná
  • Dois Irmãos, Rio Grande do Sul
  • Niterói, Rio de Janeiro
  • Praia Grande, São Paulo
  • Florianópolis, Santa Catarina
  • Mar de Espanha, Minas Gerais
